FVSD Board Highlights: August 13, 2026

The Fountain Valley School District Board of Trustees met on Thursday, August 13, 2026, to celebrate new district leadership and review essential updates to board bylaws and policies.

Welcoming New District Leadership

Superintendent Dr. Katherine Stopp and the Board of Trustees officially welcomed and recognized five exceptional educational leaders to their new roles within FVSD:

Dr. Kiva Spiratos – Assistant Superintendent, Educational Services

Tandy Taylor – Director, Student Services and Safety

Lisa Tanita – Director, Educational Services

Kimberly Duenas – Principal, Courreges Elementary

Desirae McGhie – Assistant Principal, Masuda Middle School

Board Bylaws & Policy Updates

To ensure ongoing compliance with updated state and federal legislation, 16 Board Bylaws (BBs) and Board Policies (BPs) were presented for a first reading:

Governance & Operations

BB 9100 (Organization), BB 9320 (Meetings and Notices), & BB 9321 (Closed Session Actions): Updated to align with recent state laws regarding board governance timing, emergency/special meeting locations, Brown Act provisions, and voting requirements.

BB 9322 (Agenda/Meeting Materials): Refreshed to reflect updated guidelines for public comment, accessibility accommodations, and public document access.

Technology, AI, & Safety

BP 0440 (District Technology Plan) & BP 0441 (Artificial Intelligence): Introduced a districtwide framework addressing the responsible, ethical, and safe use of AI, digital citizenship, data privacy, and cybersecurity.

BP 5131.8 (Mobile Communication Devices): Updated in compliance with AB 3216 (Phone-Free Schools Act) to limit or prohibit student smartphone use on campus during school hours.

BP 5141.75 (Weather Safety) & BP 5142 (Safety): Established strict protocols for monitoring extreme weather conditions during physical activities and updated student safety, supervision, and digital safety standards.

Student Success & Community Support

BP 0410 (Non-Discrimination): Expanded protections covering instructional materials, digital accessibility, and athletic/mascot naming guidelines.

BP 5146 (Married/Pregnant/Parenting Students) & BP 6020 (Parent Involvement): Strengthened educational rights for student parents and updated family engagement expectations surrounding Title I and LCAP processes.

BP 6154 (Homework/Makeup Work), BP 5131.9 (Academic Honesty), & BP 6162.5 (Student Assessment): Incorporated recommendations from the FVSD Homework Committee regarding middle school honors classes, clarified technology misuse guidelines, and addressed AI integration in assessments.

BP 7110 (Facilities Master Plan): Updated guidelines for designing and constructing safe, engaging learning environments.
